Workers’ Compensation Experience:

Douglas Sparks has practiced workers’ compensation defense since 1987. He was a partner with the Law Firm of Barrett, Penney & Byrd for three years before joining Twohy, Darneille & Frye in 1992. He became a shareholder in 1997. He specializes in public entity claims with an emphasis on police officer, deputy sheriff and fire fighter cases. Within this emphasis he has mastered the peace officer and fire fighter presumption statutes giving classes and seminars on the subject. Doug works collaboratively with employers on complex cases integrating workers’ compensation, retirement and personnel issues in order to reduce litigation expense and produce the desired result. In addition to representing cities and counties, Doug also represents school districts such as Twin Rivers Unified School District and Sacramento Unified School District on teacher, safety personnel, and support staff cases. He has done extensive appellate work has successfully argued before the Third and Fifth Courts of Appeal. Doug takes an aggressive approach to litigation, with an emphasis on putting the case in the best posture for trial.
